My boyfriend never calls me? What to do in this situation? (kinda long)?

My "bf" went out of state to work for 3months, and he told me he would call/text/chat every day, but he never has. His excuse was that he's really busy at work, and I had no problem w/ that, I understand. But when he had days off (which he didn't even tell me) he didn't even call/text once. Then recently he said he lost his phone at the beach so he didn't call or anything for a month now. He called me once (5days after he lost his phone) from his workers phone and said to contact him through that #. He said he called his mom also so she could cancel his SIM card. Well last week, our friend messaged me on Facebook asking if I knew where my bf was cuz nobody knew where/what happened to him and his mom is very worried cuz they didn't talk to him for a month. I thought that was weird, cuz my bf said he called his mom about his lost phone, but they didn't even know anything about his lost phone.. So I tried calling that workers # (I've never called that # cuz I expected him to call me first since he's always so "busy" but he hadn't called me for a month either xcept that 1 time) but he kept speaking to me in another language so I just hung up. Then next day my bf calls and I asked him why he lied about telling his mom his phone was lost (who even lies about that stuff??) and he kept stuttering and said "I talked to my sister on instant messenger and told her.. fjklds;f" (lie again, cuz he didn't have internet the whole time), so I got tiered of his lies and just hung up on him and he's never even called back or anything. I feel like we're not even dating. He never calls or keeps in touch whatsoever, and he certainly doesn't care either. I mean, doesn't he even have 1 minute to say hi or tell me what's up?? He lies a lot and so lately I've been acting like we're broken up (even though I haven't said it to him.. I mean, there's no way to get hold of him so..). I've been seeing my friend these past few weeks, and he wants to date me, but I'm not sure if I should just go ahead and date him, or would that be cheating? I don't even want to see my "bfs" face ever again or even talk to him.. He's supposed to come back next week, but since he's being careless, I don't want to waste my time waiting for him either. I want to move on w/ my life and not hold myself back from anything cuz of that loser. He gets to do w/e and yet makes me wait all the time! I've started drifting away from him anyways, and I don't want some old feelings to come back or something and make it harder.. I dk what to do! What would you do in this situation??
