How to talk to a boy for the first time?

dk his name so no facebook and i see him around school a lot and we have crazy eye contact all the time..i want to make a move..he seems like a player but i'm not sure! so how do i talk to him and stuff..i feel weird just randomly going up to him and freaking him out..help please..we're both 16
